The majority of scholars state this as non-obligatory. The following are the scholars who have stated this At-Tahawi Al-Hanafi, Al-Hattab Al-Maliki, An-Nawawi Ash-Shafii, Ibn Qudamah Al-Maqdisi.

Our beloved Prophet has made it clear that this Khutbah is distinct from Jummah’s Khutbah. The latter one is obligatory.
